For this guide, you must have those three advanced buildings built and running at the same time. I found this a little difficult to do in the standard scenarios, because you usually don't really need the highest level of steelworks and wall drill and you need to prioritize heating, insulation, coal and food production and health care in your research. Thus the scenario might end before you get to research those two most negligible technologies.
I unlocked this in endless mode while going for the Ultramarathon achievements. Surviving 100 days is plenty of time to unlock the complete tech tree even on harder difficulties (provided you make it through the early game, you'll eventually reach a point where the game is a breeze and you have plenty of resources to spare), so this is IMHO easier than trying to do it during one of the standard scenarios.
If you are going for it during one of the standard scenarios, pick easy or lower difficulty (because higher difficulty slows down research) and consider to NOT use child labour and go for the children's daycare and engineer apprentices laws, which speed up research further.
