Do the following objects first:

Sign
Channel Lights (the metal strips with lights on each side)
Top Ring Frame

Make sure to fully clean all of them (there's 16 Channel Lights), and the achievement will trigger after you complete the last one.

Remember that you can select items from the tablet list and they'll be highlighted.
