You get calatslyst blueprints by completing "high-risk areas". You get the Signal Decoders for these areas by buying them from the Black Market Dealer at Prescott Starbase (for a random system) or as a random loot drop from containers/enemies (for the system you are currently in).

The catalysts you need to unlock are:
Common: 3
Uncommon: 8
Rare: 5
Superior: 2

You currently do NOT need to unlock the Legendary catalyst blueprints that were added with the Incursions update.
