In chapter 1, when you get to the sheeps, go to the right before crossing the bridge, and free the parrot from the cage. Then in chapter 4, look in the spyglass at the inventor's house on the way to the hang-glider. Look to the bottom right corner, you will find a parrot. Zoom in on it, and wait.
