You unlock the ability to break pots in Noria Mines which is also the location where you should be able to break all 20 pots to get this achievement. Despite the achievement description, in one play just means one save file and not a singular game session. More pots can be found in the shrine of Babamut, this can only be accessed once you unlock the airship towards the end of the game.
