You will encounter an old man in a room, he will be siting on a chair. Chat with him and he will want to barter. He wants something different each time you encounter him; anything from Boiled Rice to a high tier weapon such as the Chain Sword. This will be luck dependent, based upon what you have found/crafted/what you can craft.
