It is possible only if you are in space mansion.
Max level for each instrument is 20.
You can reach it playing and recording films using instruments from specified group.
To check on which level you are in each instrument - you can go to your profile and then press RB to move to second bookmark.
Then you can see which instrument level has to be improved.
Once you reach 20 level on each instrument - achievement will pop.
