Over the course of the game, Jorji Costava will attempt to pass through the checkpoint with invalid papers or no papers at all.
Deny him entry whenever appropriate, but allow him entry on Day 11 when he returns with valid papers. As a reward he will give you the Obristan Token and this achievement will pop.
