At some point near the beginning of the game, you'll be given a Free Hugs Coupon by Ms. Nancy. You have to keep this item in your inventory, don't burn it.

If you kept it until the end-game conversation with Ms. Nancy, you will be able to hug her in exchange for that coupon and thus unlock this missable achievement.
RikkiUWOnce you get to the end game and meet Ms. Nancy make sure to always select the first option or you will miss the opportunity to use the coupon.
