Step 1
- Stack Movement Speed +1 or +2s On A Character With A Scepter.

Step 2
- Move As Far As You Can (Minimum 9 or 10)

Step 3
- Use The "Restore 3 Movement Points" Skill On Yourself Twice.

Step 4
- Use All Of That New Movement To Walk Right Up To An Enemy And You Should Be Very, Very Close To Maximum Bonus (400%).

Step 5
Use The Momentum Attack On The Scepter.


I Did The Above With Only A +4% On A Secondary Skill For Momentum And No Other Bonuses Besides Movement Speed.
- The Achievement Popped When I Hit The Enemy.
