In Windy Hill Zone 2, you'll come across a power up just before you enter the cave. Grab it and move forward slightly until you find the loop. Activate the power up whilst you're at the bottom of the loop and jump up to access the portal. You'll be teleported to an area that contains the 3rd red ring and will also unlock the achievement.
