This is completed right before complete Chapter 9. This is a MISSABLE achievement as you do have the option to not pay the fine. Make sure to select to pay the fine when completing the dialogue sequence with the Nova Corps Worldmind.
For the ability to pay the fine, you'll want to have 7000 or 8000 units available depending on if you secret stashed the space llama or Rocket's tech.
If you did not pick a choice to stash either object, you will need to pay a 9000 fine.
Everyone's playthroughs will be slightly different depending on the choices they made. The best route for this achievement is to pick to stash the space llama and be careful with your spending on Knowhere.
If you happened to miss this achievement, a new option to create a save is available by holding LB + LT + Y to unlock the save option within a chapter.
