In the Legacy location Sapienza you earn levels by completing Challenges in 'World of Tomorrow', 'The Icon', and 'Landslide' gaining levels earn Mastery Rewards which allow the use of a Starting Location and an Agency Pickup.

The earliest you can unlock this is at Mastery Level 3 when you unlock the following:
* ICA Safe House - Starting Location
* Cafe Basement - Agency Pickup
