This one's easy. Find a river, lower the land so it's just above water height. Build a bank right on the edge. Then build a Hydro Power Plant right next to the bank to dam up the water and flood it.
ŠUMAFUKOr alternatively, if you are using mods just use Move It! and lower it into water.
