Make sure you have the Witch Hunter character DLC purchased. Then start up a game with the Witch Hunter as your character, and add a second player(local player, so you control it), preferably with a low Strength score, and start the game.
If you've got runestones to help you increase your starting Strength score or lower the trade in cost of strength trophies, they might come in handy as you need to win a battle against the other character.
Once you start, use the Accuse command and select the other character. Then as soon as possible, defeat them in battle, and take a life from them. You should now have the ability to Accuse them again, so do that on your next turn, and the achievement will unlock.
This should only take a couple of minutes.
