This is currently (as of 12/31/2015) bugged an unachievable. Team Fortress 2's Youtube API has been broken for several months now, making the the replay achievements impossible to obtain. Specifically, even if you submit a video directly from the game, it doesn't pickup the views and says "URL unknown" on the video page.
