As the description says, you have to place 30 or more P.I.Ds in your janitor's chest and take them back to your office when you finish cleaning the level. You have to have them all in your office at the same time.

At the time of writing this, my achievement progress is at 25/30, despite me having just collected another 9~, putting me around 13 total in my office.
