This achievement is now titled "Be Social" and is unobtainable. The bug has been reported, for over a month at the time of writing this. Consider adding to the votes to encourage the developers to fix this issue.

Workaround: Thanks to palmerbomber1 for pointing this out, typing "say_global hi" into the chat box as of January 7, 2023 works. Hotfix 1 v13.2.2.
