Swap to Fascist, wait until you have enough PP to declare first on Luxembourg, and then declare on the Netherlands

Build up a solid army of Infantry supported by artillery.

Construct as many factories as possible

Conquer both nations and take the decision to repudiate the treaty of London.

This should give you ~50 factories
