Recommended on conscript, and to do the reinforcements optional objective first. The 3 squads in question are being imprisoned on the far right of the map in a village. As soon as you enter the village get your troops in between the enemies and the prisoners, and they will start trying to kill them once alerted to your presence. If you're fast enough you will save them all and get the achievement.
