Contrary to achievement description, kill all of the escaping penal batallions for this achievement to unlock. This will be towards the end of the mission when the vehicle convoy starts escaping as well. I'd save beforehand if you want to finish the scenario as the vehicles may escape while you are chasing down the batallions.
