For this achievement you need to pay 100 respect points in total in the King of the Hill online mode.

Enter the Main Menu, go to Fight > Online > King of the Hill.
Once you find a lobby, enter AFK mode if you don't want to fight and watch the other players fight.
All you have to do is pay 10 respect points (the maximum) to the winner of a match. Repeat this 10 times and the achievement should unlock.

I would also recommend to search for matches in the casual KotH mode (as opposed to the competitive mode) since that seems to be the only one that is still populated.
