This is a pretty straight forward achievement that you should be able to pop on your first journey.
Providing that you pass a filling station en route to your destination, simply pull in and come to a stop over the green flashing spot near the pump, press E to turn off your engine and hold ENTER to fill to your desired amount.
Achievement should pop as you begin to drive away.
