There is 4 cow spawn divided on two farms in monarch's bluff, farside township (located south-south-west of the achernar gate closest to windsward) and the Lake side farm just a 1min run to the west.

25 rotations here should give you the achievement, spent approx. 3h doing this and gathering various resources in between the farms.
