I played as fascist UK. To be safe I made 30 16 width camel divisions. I didnt invade arabia with them I left them in the UK and used my regular army. Yemen was the last country to fall and once it did I got the achievement.
Make sure you absorb them into your territory. Do not puppet them or allow an ally to take any territory south of Saudi Arabia as you must control the entire peninsula.
