This is easily obtainable in the tutorial level. There are two status bars at the top of your screen, one that is yellow and one underneath it that is red/green. As long as the lower bar is more green than red, the yellow bar will slowly fill up and once it completely fills up you should get the achievement. You can boost this by building decorations and/or floor and wall coverings.
