To get Legendary Dragons to spawn, you need to get to level 78. To level fast, either do the telekinesis glitch or:

1. Get a shield. Go somewhere and corner one enemy. Best, a bandit. high enough level where he does some damage to you.

2. let him hit you and your block skill goes up. keep letting him hit you, then go heal with a restoration spell or potion. spell is better here obviously because it is unlimited.

ebony shield and fast healing worked for me. was about level 30 when I started this.

3. keep doing this until your block skill gets to 100. then you mark it legendary. This resets it back to 15 and unlocks the level cap. you can keep doing this. repeat until level 78.
