This achievement can't be missed because you NEED the winchwheel to repair the elevator to complete this chapter. All you have to do is combine the METAL WHEEL WITH A HANDLE with the HEAVY BRASS COMPONENT and put it in the lift mechanism. Both objects won't be hard to find.
