You need a province in North America, South America, Europe, Africa, Asia and Oceanica. You can see the progress under the achievement button in the upper right corner of the UI. The provinces must be own by you directly any Colonial provinces won't count.
if you start in Europe you can get this purely through colonization, otherwise you will have to win provinces through war.
