There are two notes in the room with the circuit breakers: One on the inside of the curcuit breaker panel door, and one in the folder hanging from the same door. With the latter you need to click several times to get to the final page, where you find piece of scrap paper with something written on it.

The third note is on the desk inside the tool shed, easily identified by its three lit windows, and three stone tiles blocking the door.

Remember that you need to click on each note until you see the text appear over a translucent, black background, and you can hear the voice actor read what's written on the note.

When all three have been read, the achievement unlocks.
