In level "Gemtown" pick up the pomp from your car, go through the front door of the station so that you're just a step inside and then throw the pump as hard as you can, aiming a bit higher and if it lands on the spot where it should be you'll unlock this achievement.

I saw in a guide on steam that it shouldn't work in sandbox mode.
