I unlocked this after completing the game. Earliest I can think that you could get this is after losing the Gramophone. To unlock this you have to go to the Naval Base at A1 or the island that's hidden by the Mara logo on the map. Go inside the base and the Gramophone should be sitting there. Start it up, let it play for a bit, and then turn it off and you'll get the achievement.
