On the surface of this map, use a beacon (can be obtained by the dispencer).

Hold your Left Mousebutton while dragging it for around 5 seconds. The beacon will activate (noticable by a noice and flashy lights). After a short while, a big laser will shoot on the beacon's location. Just stand in this laser and you get the achievment.
