This one takes determination. Find a school, choose a citizen and have him learn one skill after another until you have reached a skill of ten in all five skills (Defense, leadership, scavenging, building, engineering). Perks and tools/weapons count toward the total.
Personally, I used my main character in one of the later levels. Also it helps to have an army of omega men when you start any new town.
