There are three Shadow of the Past missions in each region marked as a helmet on the map, and each will have you complete certain objectives as Celebrimbor. You don't need to complete the optional objectives.
Clearing these three in any region will unlock a fourth mission close to that region's stronghold. Finish this last mission for the achievement.
