Having already won a cultural victory (on the easiest difficulty, since my only goal was to win this achievement), only China had selected Order; The Swedes had selected Autocracy before I became a cultural powerhouse, and all the others (England, Carthage, Rome, Babylon, Korea, Austria, Ottomans, Inca, and Assyria) selected Freedom because of my cultural dominance.
With China as my target, I was consternated to find that Wu Zetian wanted to hold onto Order in spite of having a "revolutionary wave." I declared war and deliberately pillaged every Chinese tile without capturing any cities. Having cut off Chinese access to all domestic luxury resources, I was still surprised to see Wu Zetian still clinging to her Order. I then rolled out phase two of my devious plan: I paid every single other player in the game to declare war on China. They were easy to convince since Wu Zetian was the only one in the world that followed neither the world religion (mine) nor the world ideology (Freedom, of course)--did I mention that I had complete control of the World Congress with all city-states allied to Greece (me)?
Declarations of war and the related trade limitations from all the other players in the game immediately tipped the scales and forced Wu Zetian to see the error of her Ordered ways.

TLDR: Chose Greece on Settler/Huge/fractal, allied with all city-states, got culturally dominant, declared war on the one civ that chose Order, pillaged every tile without capturing any cities, paid all the other civs (all but one of which already followed Freedom) to join me in the war, and got the beautiful achievement.
