For this you need to have had purchased 2 upgrades to the same weapon at Power to the People stations located throughout the game. Once you have installed the 2nd upgrade to a weapon, the next Power to the People station you find will have an option to install the 3rd upgrade. Choose that upgrade and the achievement will unlock.
