I think this is Let's Blow This Place!: Have 30 points in Demolitions. If not, it's another "Have 30 points in" a skill.
One of the party members must have Demolitions as a class skill. HK-47 or Mandalore are good for these two. Max the target skill each level, and you will have 30 ranks at level 27.
