One way to get this achievement is to build nine XCOM units - dominant civs in the future eras can do this in a few turns - and then paradrop them into nine enemy tiles containing a farm. When you have your nine units in place, just make the pillage order and watch the achievement drop! FYI, this can be done in the same turn as the paradrop itself.
The BiodreamerNo real reason to wait until that late in game just have a large army ready at the start of a war and you should easily manage to maneuver them into position within a few turn before you in the same turn pillage nine farm during the same round. Obviously easier on low difficulty.
