After reaching the asylum, you will head into the basement to the left to power on an elevator.
After riding the elevator up, you will find yourself on a balcony overlooking the mountains. Stay on the balcony for a few minutes before proceeding.
The achievement does not unlock before you proceed though the balcony door. I waited on the balcony for 3 minutes and entered the door, and it popped.
