Pretty easy as a nomad (requires Horse Lords). Once you get a ruler that lives for a couple decades you should easily amass over 100 prisoners from conquests and then you can just execute all. You can probably also achieve the same effect as a long-lived tribal if you raid constantly and join a warrior lodge.
