This achievement is for unlocking 30 Cooking recipes. This cannot be done just by completing the main story.
There are 4 that can be obtained from the main story
There are 20 that are obtained through Expeditions with the Scout ship
There is 1 from a Side Quest. You will need to Complete the side quest "Hope Surpassing Reason" to unlock a side quest for Kamona where upon completion you will get a recipe.
The last 5 are in the Bonus Dungeon that is unlocked after beating the game.
