To get this achievement, you need to have a Port of your own, in order to access the Garrison building and purchase Gunners and the Cannons (Sold separately). You will need to have your "Battery Command" Skill at its max to get 5 Gunners and Cannons.
Once you buy 5 Gunners and Cannons and leave the Port, the achievement will unlock.
