To be awarded with this achievement you should go to the "world map" tab in main menu and see how much % do you have already. If you don't have enough, you must discover new roads and cities (undiscovered are shown on the map in gray, discovered are yellow). You only need to ride a road once to mark it as discovered.

InexpilIf you have map DLCs, you can just uninstall them and you will have less to discover.
You won´t lose them there are only uninstalled(through manage my dlc)
I don´t know about uninstalling and then playing on profile that had them enabled before I started new profile just for this.

ClintFalcoAs of update v1.55 the requirements for this achievement have changed. It is now discover 40,000km of roads.
