This achievement is obrained through certain political decision. This one will be brought by Imp emissary. To get both achievements just save before making decision and reload.
*** Spoiler - click to reveal ***The emissary will tell you that they found some rare ore which they need to reach their goal of making the biggest explosion ever. The problem is that said ore is under the ancient elven graves. To get this achievement you need to give positive decision.
