Story related, this unlocks after a series of tests during Chapter 6.
Jarie SuisenOr, if it glitches (like happened to me) and you have to replay to get it, specifically during the Challenge Stage "Bomb Flings", after you clear the room where you get to portal Repulsion gel around to jump through the area.
