You unlock skill points in this game by killing enemies, doing so in certain styles, getting headshots, acquiring Nuggets of Truth. etc.
This merely requires you to level up once and then select a skill to unlock in the skills menu. If you play this game enough into the first chapter, you will unlock the first skill point.
