Like it says get a single city to produce 100 culture each turn, this is done by building culture buildings and wonders, while producing specialist and great peoples. Keep in mind that there is religion option to improve culture production. all and all you will get the number up in the 100's when getting up in the industrial/modern era where you can build museum and go digging for artifacts. This is bound to be a milestone towards a culture victory.
