As it says, you have to incapacitate a cloaked enemy while still remaining cloaked yourself, and where i did this was in the last mission in London, outside of the control room (servers area), there are a few that are cloaked, so just go in cloaked yourself, go behind one of them and knockdown him. Don't know if killing will get it to, because i did not kill.
