You can only get this on at least your second playthrough of the game, you will receive a gold key on your first successful playthrough, this will open some additional doors where you can get a lot more frozen drops to pay for the sweater.
To find the sweater get at least 400 frozen drops and then go to Happy's shop at the top of Hangly Pass after you have access to the gas chimneys.
